Try flipping the throttle upside down and use flatter spacers to make less gaps in the turbine.

First improvement make the air get out diagonally so basicly make it go out like from bottom rigt to top left if we view it from the side like this |/| by that you increased the path it trvels. Next use a rotor that is more airtight so you wont have compressor surge as bad as you had now. Next make an „exhaust“ by making one in the right way at the right length you get more torque/rpm

try using a gear as the blade and even smaller

you need to test the rpm without that big load, if u look at the input it slows down significantly.
