Personally I think it's Nair, it's pretty disjointed and fast, it's his best neutral tool and a really good combo starter and extender, and it doesn't do damage to himself

id say t jolt between the two. pichu can somewhat struggle to get in due to being stubby. so all of pichus combos are only made possible by having t jolt create the openings they need

Kills insanely early
Can be used in the air
And it spikes
