I loved this movie. It proved that Zim WAS a threat, he just wasn't able to utilize his best tactics because of his dedication to the Tallests orders. They told him to blend in, which was a massive handicap. Blending in meant that the use of overwhelming force was off the table because he'd immediately be exposed. He'd been told the planet was dangerous, which means he massively overestimates Earth as an enemy and creates overly complicated plans trying to work around non-existent intelligence or skills. (Going by the average Earthen in the show, Dib really IS their best defense. This is not a compliment to Dib. Dibs better then the others, but it's not a high bar.) On top of this, he's not allowed to just eliminate Dib, because he'd risk drawing attention to himself. He's forced to regularly combat an enemy HE'S NOT ALLOWED TO REMOVE. Zims crazy smart, but subtlety is not his strong suit. He can do it, barely, but he makes it too complicated because he's convinced that he has to outsmart Dib and Dibs so paranoid at this point that almost nothing can get past his radar. But here, it doesn't matter if he's exposed. So he can just put Dib under house arrest without worrying about him being missed, and he can utilize the full extent of his tech to force Earth to submit. It doesn't matter HOW he conquers Earth, he just needs to conquer it and shove his success in the Tallests faces. Thus, Earth fell in a matter of hours.
