I would argue Shockwave can beat Hardshell low-mid diff at best. Hardshell struggled with Bulkhead, who was already weakened from being exposed to toxen. Meanwhile, Shockwave took on Wheeljack, Bulkhead, Arcee, and Bumblebee at the same time and was still beating them.
