The game tells you - the new strong attack is only in PVE the stats will apply to PvP and TOP.

This Arts upgrade is pretty helpful, though i think it doesn't do anything because it just increases power level, i do recommend for you to go Ultra space-time rush, since you can exchange for it(I haven't even arts upgraded a character, idk if it's even useful or not🤷)

Probably for the defensive unit i.e. Rage Trunks Yellow. His Blast and Blue Card Should be a Prio before his Strike Attack

These are only for grinding, it says that these boosts will not affect pvp at all but only events, story and etc.
