This is a Sonic Mania mod that changes the original game into a new Sonic game.

What you'll see here includes two new characters; Millie the Fox, and Tiara Boobowski, with original zones. The original mod only has 5 zones completed.

The improvement itself is additions of some things (not much info to what exactly other than 1 thing). So far for starters, the creator of the improvement mod ported Crater Caverns from an SHC build to the last version.
