Skittles are a mix of solid and liquid sugar, sucrose and glucose respectively. Sucrose and it's chemical properties allows it to solidfy, hence when spinned, get aerated. Glucose doesnt allow that, and will stay a liquid. Thats why half of the skittles spin, but a residue is shot to the sides of the container.
