Jim could be honest with retail investors. He could tell them that institutional day traders are heavily shorting the TLT that has the effect of artificially driving up the US10Y Yields. He could tell less informed retail investors that Aug is not a seasonally weak month as the current CNBS narrative is trying to convince viewers.

Kramer thinks investors have simply sold and will come back to the market. No, these institutional investors who sold use risk management, which includes fitch ratings, and they have already reinvested in other markets with less risk. They're not coming back to the US market until Fitch improves the US credit rating, which isn't going to happen any time soon considering how much the government is spending.
