For Sonic romhacks, I rather liked Luigi Sonic. Green Missile gives you additional maneuverability for the "gotta go fast" scheme. Moreover, the "Luigi wins by doing nothing" mechanic is a nice built-in save if a level became too hard.

I actually have two favorites, so far! One being Sonic Classic Heroes, and the other, the most recent version of Sonic 2: Pink Edition; it stars Amy Rose, and Cream the Rabbit this time, and even Big the Cat! He's my favorite, and he plays pretty uniquely. Plus, his sprites are so CUTE! <3
