As a kid I thought TYP-E was a bit of an antisocial dead "I am busy, and will always be busy" type of robot, and in my eyes it trying to wave back was like the equivalent of saying "eh, I'll reciprocate".

My interpretation of this is, TYP-E have been in the ship for centuries but never experienced any other kind of greeting from its fellow robots since every robot there is serious and emotionless at their job and then there comes WALL-E with emotions and kindly waved at him then TYP-E realized that there's something more than just doing your job, he learns to enjoy it. Just like a little positivity can make up someone's day.
