It may be a rare opinion (haven't seen anyone else with it) but I love Palpatine in The Phantom Menace, the mask is very well constructed and well portrayed in it, though ROTS is also excellent.

All that hype for ROS Palpatine and then it took only two lightsabers to defeat him! Knowing that all Windu needed to do in order to beat Palpatine was to grab Anakin's lightsaber while redirecting force lightning! 🤨

Anyway, the ROTJ is the best one since he represent the culmination of darkside knowledge, power and achievement if you ask me!
