Belisarius conquered Vandal kingdom, Sicily and Italy
Shapur I conquered the Parthian empire, Kushans, Khwarezm, parts of northern or western Mesopotamia, Hatra and rest of Armenia in his campaigns with his father and without him
Take a look at the maps of these empires and kingdoms
Plus he plundered 36 Roman cities
That alone without considering other cities in Parthia, Kushan and his campaigns in Roman territories with his father, surpass Belisarius'
