Furries are part of a spectrum.

This spectrum has 3 corners with "Humans", "Animals" and "Fantasy being" in each one. To give some reference catgirls lie somewhere between Humans and animals while the average furry lies in the dead middle but generaly towards the animal and fantasy being side. So the question of "Are catgirls furries" depends on where you'd draw the line in the spectrum but me personally, no

It really depends on what stage we are talking about. Ears and a tail are fine. Actual paw pads are pushing it, and anything more than that like actual fur is definitely furry territory at that point.

I feel like there are 3 levels to the spectrum:
- Catgirls (Or any kemonomimi, for that matter) are primarily human with the only differences being the ears and tail, they don't have fur nor paws.
- Halves being the ones that still have a lot of exposed skin with some fur spread throughout, often portrayed like this girl's 3rd stage where it's only the hands (and most likely, legs) the ones mostly animalistic.
- Furries are the ones we usually tend to think about as this fully "antropomorphised" animal-ish figures, they are usually covered in fur head to toe, have paws instead of hands and feet, may or may not be digitigrade and their face tend to feature the typical snouts of the animal they draw their features from.

This is why I don't tend to bag catgirls and furries together, they are pretty much different
