This is a very convoluted funding model it should be scrapped. It doesn't make sense at all. When you see 50% of the qualifying eligible students - (govt funded students) not applying for funding-Helb then it speaks volumes. The model is faulty and unsuitable. Fund all students equally no to discrimination - then make the loan repayment friendly - irrespective of how long a loanee takes one should not repay more than 20% of total funding received, this will encourage beneficiaries to pay currently the penalties are just too high not justified so people just keep off paying back, especially those who were unable to pay & delayed for one reason or another.

Come out of university with a loan of over 1m to pay with no job.
