One Baltimore City community activist called the city council's resolution on juvenile crime this past week "symbolic at best."

In an interview on FOX45 Morning News, People for Elected Accountability and Civic Engagement Chairman Jovani Patterson said the move was a step in the right direction but another example of dodging accountability.

"When we talk about youth crime, a lot of it exists because there's not enough for the youth to do," said Patterson.
