There is no doubt in my mind that GNOME is intentionally designed to work on touch devices, you can pull down on the top bar to open the notifications just like on Android and iOS, but that doesn't mean its a bad desktop UI, either. Even _I_ wish there were things GNOME does that could make their way to MATE, like the "Activities" overview and workspace manager.
