Credits to jacky9br for find this ID from KNOE, again a station I grew up in when living in Monroe, Louisana in my young years. This ID's music has been on my mind all year when I first heard to right now. Maybe it could be production music? The mystery still remains especially KNOE's news theme from that period.
I know there is a longer version of the ID. There would be a shorter version of its ID music playign then when there's like at least 5-10 of dead air and the ID still going its music is replayed in its longer cut, however that still remains rare. If jacky9br is reading this, please find it cause I may soon identify it to its degree. I'm only uploading it so that way either him or other people can somehow identify its music.
