"School choise" is not possible because it breaches the law ( warrantees of title) because you have no titles
in that neighborhood through taxes. If you pay taxes for a lakefront property the town cannot force public access through what you already cleared and pay taxes for.
Your not entitled to other people's stuff. No titles no taxes no warrantees of contracts.

Totally legal.

If you receive a refund of the earned income credit, you can use that money for any purpose, including private schools. The earned credit is a refund of other peoples' paid taxes.
