Rear Admiral John Gower has 36 years in the Navy, including 14 years in submarines and 10 years in nuclear and counter-WMD posts ashore. His last job, before his retirement in Dec 2014, is the Assistant Chief of Defence Staff (Nuclear & Chemical, Biological) in the MoD. He is a Senior Adviser to the Council on Strategic Risks in Washington, D.C.
Patricia Lewis leads the International Security programme at Chatham House. Previously she served as deputy director and scientist-in-residence at the Center for Nonproliferation Studies at the former Monterey Institute of International Studies; director of the UN Institute for Disarmament Research; and director of the Verification Research, Training and Information Centre in London.
Paul Ingram has several decades of experience leading diverse and multicultural teams to impact decisions on existential threats, particularly nuclear war. He was the Executive Director of the transatlantic British American Security Information Council (BASIC) 2007-19, focusing on nuclear deterrence and disarmament issues in the US, Europe, the Middle East, and Asia. Since 2019 he has worked closely with the Swedish Foreign Ministry crafting the Stepping Stones Approach.
The panel is being moderated by Sarah Weiler, a social scientist, with expertise in global politics, China studies, nuclear policy, and democratic theory.
