Pugs have thick necks. But you should put up slightly loose fitting Body harness on a pug, opposed to a harness or collar or leash around their neck due to collapsed trachea. They also have breathing difficulties, specially when they overheat and are extremely acceptable to eye injuries, due to flat face and bulging eyes.
