What's the difference between using glasses like these and using an actual program like f.lux to reduce the blue hue coming from the screen?

Can you explain, please what means "High Quality organic CR-39 lenses that block 100% of the Blue Light under 410nm and 45% of the Blue Light on the 410nm - 450nm spectrum." ? Barner glasses have a 100% blue light blocking, or 45%, i want to buy a pair for PC/monitor use. Or computer glasses don't need to have 100% blue light protection? Thank you!
