She is voiced by actress, writer, and art director Dawn Anderson. She has no music production or sound engineering priors therefore she is just an NPC quest placement. Not the actual creator of the songs outside of the game.

3:44 is amazing. The cyberpunk vibe in Neon city is so incredible. I played the game around 30 hours and Neon city is my favourite place by far.
