I am glad that the Arkham series exists because over half of these villians appear in the game series i havent heard of many of these villians until the Arkham Series of games which proves that they are underated.

I think Azrael is my favorite underrated Batman villain, and Red Hood is a close 2nd, though they both play hero and antihero as well

Some villains I think underrated are Hush, the Court of Owls, Dollmaker, Prometheus, Calendar Man, The Black Glove, Firefly, Deacon Blackfire and the Great White Shark.
Also there are many great villains from Superman, The Flash and Spider-Man that no people talk about

Black Mask is underrated. He's like a scary version of the Penguin.

Interesting factoid: Alan Grant, one of the creators of Anarky, actually recognized Alan Moore's talent early on. That may explain why Anarky was possibly inspired by V for Vendetta.

In my humble opinion, Phantasm is also severely underrated. One of my favorite villains, and she's only appeared a handful of times.

Hugo Strange is actually my favorite Batman villain and he’s very underrated. People need to give him more credit!
