1-Some clubs have their own broadcast network where the commentators are also fans of the club.
2- international games, so they are commentating on there national team or a clubs from there country so yes they are rooting for one side. Because different networks will have the rights of the game in different countrys
3- some comentador are over enthusiastic and react like that for both sides

Yeah, in football unbiased commentators commentate the official game for their "broadcasting station" or whatever its called, but usually clubs will have their own commentators commentating the game at the same time for their channel. Like the last clip in the top right corner it says LFCTV - liverpool football club tv, so they are connected to liverpool and will be biased and cheer extra for their team. While the people in the clips where theyre in the bt sports, skysports or champions league studio are you know just normal people/presenters/ex pros/analysts .

Often you have to understand the context of it all. Cause it's about much more than just the quality of the goals. It’s common in football for announcers to be biased because quite a few are ex-players also unlike American/ Canadian sports in football there is a competition in which the best teams from all over Europe compete so it’s not that difficult to get carried away... Commentators aren’t that biased within a match tough... Also the craziest announcer’s reactions were on the 6-1 Barca win and 4-0 Liverpool win... They are the biggest comebacks in football history so their reactions are completely justified
