A lot of people think the Birdcage was bad writing, and I don't think it was really needed, but Zoro probably could've cut the string, but it went around the entire city and he'd never get enough of it to matter. It was better to stay in one place and try to slow it down to allow Luffy more time to beat Doffy.

Guys, everyone asking why is the Bird Cage OP and wondering why Fujitora is struggling is missing the point that an Admiral level marine can match this power easily. Fujitora is feigning weakness even though he could defeat Doflamingo because he wants to prove to the World Government that the Warlord class should be abolished. We see his normal level of power against the Straw Hats after Doffy is dealt with.
