Could Netanyahu and Gantz Form a Unity Government?

THE RUNDOWN | The Blue and White party recommended its own leader, Benny Gantz, to form the government coalition in Israel, even though Netanyahu had won the public's vote.

Israel’s president began consultations with the heads of political factions on Monday, receiving their nominations for the candidate to be tasked with forming the next government -- a mandate that is widely expected to be entrusted to incumbent Prime Minister Benjamin Netanyahu.

In a first for the State of Israel, the discussions between President Reuven Rivlin and party heads are being broadcast live to the public in an effort to “promote transparency vis-a-vis Israeli citizens".

'The process should reflect the people's will, as reflected in their vote,' Rivlin said as consultations began. 'A president does not choose a prime minister, nor does one person from the population. The sovereign does, and the sovereign is the people.'

Party representatives were received in descending order of seats won in the hard-fought April 9 vote, which according to initial results will see Netanyahu’s Likud party snag a narrow victory over the centrist Blue & White alliance led by former army chief Benny Gantz.

With nearly all of the votes counted after a neck-and-neck race, Netanyahu appears on track to receive the mandate to form a government as right-wing parties galvanize behind him.

But former defense minister Avigdor Liberman — who split from Netanyahu’s last coalition amid sharp disagreements over security policy — has yet to commit to once again backing the incumbent leaving him short of an absolute majority.

Without a majority, two other scenarios are possible (though unlikely): Rivlin could theoretically force a unity government between Netanyahu and Gantz, or, assign the task to another lawmaker altogether.

The latter possibility was a matter of intense speculation in run-up to the April 9th vote, in light of several impending corruption charges against Netanyahu casting a major shadow over his ability to lead a stable government.

The prospect of a unity government, meanwhile, was rejected by the Blue & White faction on Monday as it issued its recommendation to Rivlin.
