Being a builder in concrete for 55 years...I think this is cool as hell! But I would put these modules on a concrete slab...not dirt. Even with the best compaction I achievable of dirt I wouldn't trust it. And that looks like just dirt. You need a compatible mixture of clean aggregates.

I'd rather use shipping containers and anchor them down into concrete and rebar and even have a shipping container as a basement as well!

In 1968, San Antonio hosted the worlds fair. It was a huge thing for the city and Hilton rushed to put a hotel together and got it done in about 200 days. It is pretty cool how modular buildings can come together

They were doing something similar in USSR 50 years ago, results? Half of buildings in critical condition, the other half is barely livable in.

First floor should've been in a deeper dept and ready to be rebarded and concrete poured after.

The 2nd floor should have been rebarded in all corners with the first floor.

Right now it just looks like a block on a block with no safety from a bad wind or tornado.

Depends on the concrete strength, the internal reinforcement, and the connections between the blocks. It can be as strong or as weak as you like. Looking at these: no idea.
