For FIFA rabona chip kicks you need to be facing goal in a diagonal 45 degree angle (↖️ or ↗️), and then press those 3 buttons (or alternatively L2 + cross - this actually produces rabona kicks more often) while aiming with the left stick. Rabona triggers more easily when you aim to far post (ideally I should've aimed ↗️ in this example).
