I think the producer once said that Miley was their last chance because all the famous actresses (singers) rejected this role. Michalka, Jojo, Alyson, Taylor monsen ... rejected them. She supposedly got the role because of her famous father (they needed someone famous) the screenwriters reduced the age of the main character. She even had the lowest salary (in the first series)

Daniella is 4 years older than Miley I don't think it would've worked out well. Well it would've changed entirely for sure it would've been a bit more Austin and Ally or Zoey 101 a bit. Daniella would've either been 16 or 17 at the time of season 1. She would've tested at either 14 or 15 where Mikey tested at 11 years old and started season 1 at 13 she was barely a teenager.
