This is really cool, because it sticks to canon. Goku himself said he didn't go UI since the tournament of power, or rather couldn't. That's what makes this scene so good. He almost goes UI but doesn't have enough strength to enter the form, or maybe he was about to transform, but he couldn't activate it because he messed the transformation up (maybe because he couldn't calm down and stop thinking, the requirements for entering Ultra Instinct).

For the people saying Goku went "LSSJ" because he had a green aura you're completely wrong. That wasn't LSSJ because the green aura was an artistic choice by the artists and team behind the movie. They stated it in an interview and the same can be said for Vegeta when his hair became green before turning into SSJ. It's not supposed to mean anything besides it being an artistic choice so stop trying to say he was going LSSJ.
