Fox's shine is definitely better overall, it's way easier to approach with it, it's a bigger hit box and it serves more functions, Falco's shine requires specific circumstances to really maximize its potential.

Well it depends in which circumstances the shines are valued. In a vacuum or on fox/falco themselves. Falco would be hell a lot worse with fox' shine but a character like flacon or marth could easily use it way more effectively.

Falco can also just be an elevator vs. Jigglypuff. Like 3 shines and you can send her to heaven.

Fox's is better because it always works. For Falco's, it's % dependent and against floaties, after a certain threshold it's worse than utilt. Plus Fox has utilt too that is really similar to a Falco shine except you can't do it mid air and jump cancel it, which hardly matter

Fox shine is actually kinda bad by ledge since the opponent can just snap to ledge for free. Falco shine is rly good no matter where u land it
