I believe the reason to download the UF2 file is not so much for the library files but to actually put firmware onto the PICO so that it understands Circuit Python?
Adafruit have chosen to include the 2 .PY library files ( for ssd1306 display board )

Other manufacturers of PICO based boards may decide to include different library files in the UF2 firmware specific to their board!


By downloading a different UF2 you can make the PICO understand Micro Python instead of Circuit Python


Also the library files can have .mpy as the suffix - these are compressed versions of the .py library so take up less space.
