Blackstar for sure. The sheer power and emotion of both his lyrics and songwriting makes it a super influential and heartbreaking album (and easily the best of his modern era)

Scary monsters
Feels like an amazing climax of everything he's been doing throughout the 70s resulting in this beautiful mix of sounds and flavours as well as hinting at what's to come with the more synth heavy, poppy sounds of the early 80s
Plus amazing songs like Ashes to ashes, Teenage wildlife, Because you're young, It's no game and Scream like a baby

Not a lot of love for Scary Monsters on here, but that's my favorite. There's such a rawness and artistic transparency that shines through here more than anywhere else in his discography (aside from maybe Blackstar but even then that's more on the mortality side of the spectrum) and it's simply divine. Ziggy is another strong contender obviously, and a guilty pleasure of mine is Young Americans just because of how velvety, rich, and sonorous it is.

I dunno about best, but Young Americans and The Outside are definitely some of his most underrated albums. pretty good stuff, imo.

I love Aladdin Sane so so so much and the album space oddity is so overlooked. Letter to hermoine, cygnet committee, and memory of a free festival are amazing

Heroes, Low, Ziggy Stardust, Aladdin Sane, Station to Station, Blackstar and Scary Monsters are all pretty much perfect albums to me, but I've always particularly loved the electronic, experimental, ambient and Krautrock influenced material on Heroes and Low. Plus, Heroes (the song) is my all time favourite song. The work of his band, and particularly the contributions of Brian Eno and, on Heroes, Robert Fripp, in creating such a unique sound was amazing.

As of now, it is “Heroes” for me. I feel that it is better than Low in terms of fleshed out tracks (still love it nonetheless). Plus, it has two of my favorite Bowie ambient tracks in Neuköln and Moss Garden.
