When I also heard this in Chapter 7 Highway 17 I thought the game was complete and I was like, "YAY! GAME COMPLETE! I BEAT THE GAME!" But it wasn't yet it was Chapter 7 Highway 17, not the credits! Oh silly me!

Well this is some Gary Numan from early 2000's era influence here. It sounds like many different his tracks from Pure and Hybrid Album, and mostly the soundtrack is likely based on those. Same dark industrial setting, the only two tracks sound differ - Tracking Device and Apprehension and Evasion.
