What type of carb is he running on this car? That bucking and chugging could be the power valve/power piston opening and closing at light throttle causing the air fuel to alternate lean and rich. If this car has a performance cam he may need a power valve with a weaker spring to make up for the lack of vacuum. With a holley you just change the whole power valve, with an eldelbrock/ Carter and you change the springs under the metering rods and on a qjet you either change the spring under the power piston or on the later qjets you can adjust a screw on the powerpiston.
