Hong Kong have the rights to let the Russian Yacht comes over in Hong Kong. That' mean The US Government had times by times interfering with Hong Kong affairs. Any foreign warships and yachts entering Hong Kong's territorial waters must apply to China for permission. The Chinese government has made a case that Victoria Harbour is purely Chinese waters. Any vessel entering Hong Kong or Chinese waters must apply to the Chinese side for permission before sailing into Hong Kong waters.
