I will use my knowledge for a different approach..
For Lb to even be close to phase 1 he needs to be in his fanon form so he can just be in that then.
Strength- Dusttrust (Better stats than normal sans already and actually trains)
Speed- Dusttrust (More dodges)
Durability- Ulb (Via hax)
Abilities- Dusttrust (He can do anything Lb can besides Gaster's hands better and can use even more than that)
Hax- Ulb (Via No effect and being able to break the buttons)
Overall? Ulb wins because of Hax insane diff (Even if Dusttrust wins in more catagorys since Ulb is fanon)
Phase 4 Dusttrust vs Fanon Ulb phase 3
Strength- Dusttrust (Way better feats of pure strength and can one shot Ulb if it weren't for his No effect and fanon force hax)
Speed- Dusttrust (Has the same speed feats as Ulb but can also fly so he has more availability)
Durability- Ulb (Via Hax)
Abilities- Dusttrust (Can do so much more then Ulb partly because Dusttrust has 6 human souls) Later 7
Hax- Ulb (Only reason why his hax are stronger is because of the fanon force thing)
Defence- Dusttrust (He easily outscores Ulb in this since Ulb still has only 1 defence for his stats)
Offence- Dusttrust (Better stats all around)
Iq- For the sake of it we will give it to Ulb
Biq- Ulb's approach to things was not the greatest and Dusttrust actually devised a plan so he gets this
Experience- Ulb because he remembers resets
Skills- Dusttrust dominates in this catagory so Dusttrust gets it
Potential- Ulb gets it because of the fandom
Intelligence means Iq so just a free point for Ulb then

The cruelty DustTrust has in his boss fight is so brutal it's literally insane.
Last but not least last breath phase 3 is beatable and has a time limit.
Phase 4 ain't even playable.thats literally how strong DustTrust is.

Cap first of all lb when he get to phase 3 lb is slowly dying and all dusttrust need to do is wait until lb die and lb on the other phase like 1 and 2 the best lb can do is make him go to second phase AND canon lb rn only have 2 phase now do it will even easier
