i think it depends on height, when you're smoller, you put your arms under theirs or when you're taller then out your arms over theirs.
Or just do what everyone does and do a criss cross hug, right arm up and left arm under

it's an age old question. There are three options.

Both arms under their arms

Both arms over their shoulders

One arm over, one arm under (two variations of either left or right)

When gender difference is involved, usually man goes both arms over the girl's shoulders if the relationship is platonic, the girl goes over the shoulders if it's romantic.
If gender is equal, then you go by height, if the difference is large enough, and the shorter person should go under shoulders.

If gender is equal and height is somewhat equal, then the safest most neutral hug is to go one arm over one arm under. The only issue is which side you go for, because if the other person chooses the same way, it can be a bit awkward as you have to switch.
