At the time of signing the Memorandum, France and China also possessed nuclear weapons and were parties to the Treaty on the Non-Proliferation of Nuclear Weapons. Instead of signing the Memorandum, on December 4, 1994, China issued a statement by the Government of the PRC on providing Ukraine with security guarantees, France handed over to the Ukrainian delegation a corresponding declaration along with a cover letter signed by President Francois Mitterrand on December 5, 1994.

Budapest Memorandum!! The memorandum consists of six points, in which, in response to Ukraine's accession to the Treaty on the Non-Proliferation of Nuclear Weapons, the Russian Federation, Great Britain and the United States of America reaffirm their obligations to respect the independence, sovereignty and existing borders of Ukraine; refrain from the threat or use of force against the territorial integrity or political independence of Ukraine (with the exception of cases of self-defense or other cases provided for by the UN charter); refrain from economic coercion of Ukraine in their own interests; seek immediate action by the UN Security Council in the event that aggression is committed against Ukraine; not to use nuclear weapons against Ukraine (except when Ukraine attacks their territories or dependent territories, their armed forces or their allies together with a nuclear-weapon state or being bound by an alliance agreement with it); to consult in the event of a situation affecting the issue of these obligations
