It's already happening. Viasat and youtube are collaborating to throttle our bandwidth unless we pay for more expensive plans. It's been going on for about a year now. I only know because I was recently subjected to a new plan after my old one expired. Good times. Not.

Prediction: cities would build their own network (like public utilities) and eventually (could take many years though) revert or crash the efforts to kill net neutrality. As the society refreshens itself I don’t see the market forces to eliminate net neutrality staying not only because of the people but also because more and more corporations are reliant on the internet to ensure a wider range of people have access to their products. Unless things get so bad the corporation legislate to somehow regulate the market further on their favor.
