I can imagine the journey starting like this:
Palpatine: "Mas Amedda, I'm leaving You in charge of The Empire in my stead, I need to check something important. I will not be back for a while. Oh, and I'm taking Lord Vader and Inquisitors with me."
Mas Amedda:"Understood My Lord".
After relaying the information to the Senate:
Mas Amedda: "..."
Senators: ".."
Mas Amedda: "So, unlimited budget for the Emperor Palpatine and we cut down on the military spending?"
Senate: "And we want our power back. You can keep Your position."
Mas Amedda: "Deal."

I just love the idea of Palpatine having been so engrossed in the dark side his entire life that using the light side is like a 'holy shit I can learn so much more and become so much more powerful from this wtf' and then unlocking empathy that he probably never felt since before he was old enough to feel abused and neglected by his parents.
