You could store twice as much water by removing both of the pieces that contain the water, together, attached to each other, turning them upside down, filling them via the hole in the base, turning the dispenser upside down, attaching it to the water-container, and then turning them right-side-round.

Or maybe you need the air in the lid, otherwise the water won't fall down.
