Have a look in the event viewer and see if there is any errors. Also attempt to connect to other resources on the network. For example mapping a drive. This will show if there is a problem with the server being in the domain and prehaps it needs to be readded again. You can authorize the DHCP server from any server with the admin tools. So if you ware having problems, maybe try and run DHCP tool from a domain controller.

Yes you can. If you install a server in a virtual machine you can configure it on it only virtual network. Once this is done, it is a simple matter to install other virtual machines on the same network and they will be able to use that DHCP server without your physical network being effected.

i try to create a folder name share in DC and map it on network from the DHCP server and it works. also when im in the DHCP snapin it already shows green color up arrow in both ipv4 and ipv6
