Neenah-Menasha first responders rescue person trapped, pinned under fallen tree

The matrix is real, i found a tree yesterday on county park property that is a hazard. They just paved the walking trail at a county park and used a stump grinder on a standing dead tree. The issue is they went 1/4 of the way in about 3 feet up and just stopped. So now a dead tree with a compromised trunk is right on the side of the walking trail. I sent a video to parks department and they only asked for my email to communicate with when it was already on facebook messenger. They didnt ask location or anything else.
