Not quite. A burge( what he asked for)r is a cooked meat sandwich. So technically the guy should have gotten a bun with meat inside. The meat patty precludes " nothing" aka condiments/ dressings etc.

This actually happened to me once, granted I was at the Burger King in Singapore. I ordered a burger with lettuce and ketchup only. I received a bun with ketchup and lettuce. 😂🤦🏽‍♂️
