Thats not very difficult actually, im an experienced 3d artist, and web developer,

Truth be told if u knew the right tools, with one month of practice in blender 3d software, u can create animated sequences of any object

Use lottiefiles for them ( kinda like a gif )

And with basic css and html, u can make websites like that in a day or two
With a few months of training

Now imagine how many packages you need to use to implement it on the Front End and consider how it correlates on performans and user experience.

In the end of the day it is always:
UI designer: This is rock, we need to use it!
FrontEnd dev: nope
Backend dev: nope
Client: How much time it takes to convert into reality again? Hell naaahhh
