Paimon IS from Celestia. She has the same ornaments on her arms and legs as those on the pillars.
But just as everywhere, Paimon is a rebel of Celestia secretely helping the siblings. Mostly the Traveler for now.
Paimon will reveal her true power only in the final battle. Or at least when she opens the loading gate from the other side (from the Teyvat side).

At the end of the Enkanomiya quest where we fight Enjou, he had said this to travellers, "Take that little fellow by your side. Maybe one day you shall face betrayal from that corner too. Who knows?" Then when you choose the dialogue that saying Paimon wouldn't betray and he replied, "You never learn. Aren't you?"

Isn't this a debug screen, I think the player got access to the Developer's debugging tool to see the cutsceen before finalizing it...

For Paimon being there, after the encounter with Unknown God scene. We get to the next scene of waking up at the beach where also Paimon is there. This makes sense that they put Paimon model next to Unknown God to make Paimon already loaded in for the next following scene without another loading time.

This is done a lot in video games, where the Developers put a model out of camera view to make loading times faster.

Plot twist: This is actually NOT Celestia, this place seems to be Asgard ( or perhaps in Genshin it must have a different name ) or to translate it to more simple words - Those are the actual heavens from which Paimon seems to come from.

UPD: If someone thinks that I'm wrong with my words about "This isn't Celestia" then just take a look at the pillars going on the screen as you login. And then go take a look at one of the 2 Celestial pillars in the Chasm/Dragonspine, and you will notice that the pillars from the login screen and Celestial pillars looking kinda different.
And then the words that I wrote at the beginning actually will begin to make sense.

What I find really incredible is that underneath is Teyvat and stuff. But seeing Paimon there is also surprising. Unless this player was doing some mad editing.

Would be fun that the game will force you to use the traveller to fight the last boss and it unlocks you to quick swap every element that you possess throughout the game as a means of deflecting the unknowns gods attacks or you get insta death if you don't break her attacks with said elements

When you are ready to visit *Celestia and confronting an unknown god* for the 2nd time, but everyone else died and you have to solo battle equipped with *different elemental weapons which is actually know how to use them.*

The most likely reason for paimon being there is just storage since she appears in the same cutscene. So they put her there so the game won't have to load them immediately. This would also explain the others being there as their more than likely their own unique model

paimon being the unknown god is the shittiest theory. Paimon DEFINITELY is from celestia and so far im pretty sure we only see 2 celestial beings, paimon and sustainer. Every celestial being can have the exact same design and clothing, maybe white hair too. K423 is the sustainer, that's why she's lost from honkai. She might be controlled by higher ranked celestials because of her massive power to destroy this entire world.

I like to see more people in the private server access this area and further check out how big this particular area is. Stuff like this in games really fascinates me. Makes me wonder why did they make it this big.

Lmao I checked out the Bilibili videos from this guy, and it looks like he has his own client of the game, which allows him to do whatever he wants (similar to Lumie where she makes a bunch of videos switching the character models and animations). So the question about Paimon at the end: this guy just added Paimon into that scene for fun. If you watched some of his other videos, you'd find one where he overlayed this loading screen model directly on top of Mondstadt; he also added the Unknown God confrontation scene in that video, but Paimon wasn't included in that one.
