Python Convert Image to Cartoon and Other Image Effects

In this python tutorial, we will go over several different ways to add effects / filters to images such as cartoon, blur, pencil sketch, oil painting, and watercolor.

opencv (cv2) 4.5.1 oil painting effect worked with python 3.7 but not 3.8
