To answer the question in the title, probably not. The calorie density alone in fruits and vegetables is not enough to sustain a healthy life (sorry vegetarians and vegans).

Frankly most people's food budgets are not based around fruits and vegetables, so if I as an example were to go entirely to home grown fruits and vegetables, it might account for MAYBE $200 a year I wasn't spending at the grocery store.
