Early Spawn had it better imo.
It was implied that Angels were good, if apathetic to the plights of man, and had a hatred for Spawn's by virtue of being devil spawn.
There was one instance thats stays with me all these years, where Al broke into this building that was a front for the Angels when they take on human forms.
But he gets caught, so in his escape he takes this old lady "hostage", but contrary to their feelings towards humans, they actually feared what Al might do, so they held back from attacking him.
Al whispered into the old ladies ear that he wasn't going to hurt her, and just needed a second to recuperate before jumping out the window.
After he jumped, angels started trying to follow, and the arch angel rushed to the old lady asking if she was alright. But the only lady to them all to stop, and not pursue hum. Giving this look towards the escaping Spawn like she had underestimated him.
